Introduction
As part of the Preparing Tomorrow’s Teachers to Use Technology
Project, Goal #5 team members worked on a number of activities relating
to the identification of funding opportunities relating to technology.
These activities were as follows:
#1: Identify sources of grant information
#2: Use source or sources to develop list of likely grant opportunities
#3: Collect and evaluate information about each grant opportunity
#4: Rank order each grant opportunity
#5: Share information at ACE-DHH 2000
This document addresses the first four activities.
Activity #1: Identify sources of grant information
One of the primary tasks of Goal #5 was to get information about foundations or other sources that might possibly be interested in funding aspects of the Technology Project. In so doing the team developed a search strategy that sought to identify major funding sources. This strategy included an examination of print documents as well as web site sources. As a result of this strategy, the team identified the following sources:

After exploring each of the above sources, it was decided that the most useful was The Foundation Center [www.fdncenter.org]. This web site was used to gather most of the information included in this report.
As part of this activity, Goal #5 team members developed an information sheet showing critical information about a foundation. The original information sheet, which used a matrix format, included the following ten items:

After some exploration, these ten funding opportunities categories were
reduced to four categories:

While certain categories (ie., grouping of foundations
on the basis of national, regional, and state) were eliminated because
of time restraints and logistics, the overall reduction of categories from
ten to four was done to facilitate the work of the team, as well
as to make the end product useful.
While the search strategy focused on the identification
of major funding opportunity sources, the establishment of funding opportunity
categories, and the collection of data for the information sheets, it recognized
that some other important issues would need to be addressed at a later
date. Specifically, the team did not address issues relating to specific
uses of funds made available by funding agencies; that is, the team did
not attempt to identify if funds could be used for start-up cost, capital
cost, maintenance costs, and so on.
Activity #3: Collect and evaluate information about each grant opportunity
As noted above, ten funding opportunity categories
were identified when the project began. The ‘government’ category was dropped
after discussions with a private funding raising consultant. The other
categories were re-organized so that the search could focus on a single
source [ie., the Foundation Center] and realistic funding opportunity sources
(ie., Telecommunications, Hardware Companies, Software Companies, and Other
& Foundations).
The Foundation Center web site [www.fdncenter.org] provides grantwriters
with easy access to many funding opportunity sources. Once on the Grantmaker
Info page [http://fdncenter.org/grantmaker/index.html],
four choices were available:

Of these choices, two were explored:

In using these two choices, five key words, which are normally associated
with education, were used to identify funding opportunity sources. These
words were:

The search began with an exploration of each of these terms in both choices: Private Foundations and Corporate Grantmakers. The search resulted in the identification of the names of companies and/or foundations as shown in Table 7.

After an initial scanning of the data from
Table 7, and in particular of Corporate Grantmakers, Education [See Appendix
A] ,Corporate Grantmakers, Technology [See Appendix B], and Private Foundations
[See Appendix C], it was decided that an in-depth examination of
funding opportunity sources would focus on Corporate Grantmakers, Technology.
This decision was based on the notion that this category would include
the most relevant information.
Corporate Grantmakers, Technology
The process involved in collecting and evaluating information
about funding sources listed under Corporate Grantmakers, Technology, was
quite basic. It involved the following:
<> Going to each web site listed.
<> Locating appropriate material.
<> Reading appropriate material.
<> Reducing pertinent information so that it could
be placed on the company/foundation information sheet.
Of the more than one hundred web sites visited, pertinent information
was collected on thirty
five. [See Appendix D]
Activity #4: Funding Opportunity Sources: Which ones to contact?
Considering the wide variety of funding opportunity
sources listed in print documents and web-sites sited above, as well as
the funding opportunity sources identified in this document, a question
arises: Which ones might become supporters of the current technology project,
or other technology projects that address the issue of integrating technology
into the classroom work of teachers?
How might this question be answered? While
there are several options that might be pursued, one seems to offer some
immediate promise: categorize funding opportunity sources. A categorization
approach, such as the one that has been used in this document, has a number
of valued aspects:
<> The approach can take advantage of current operating categories, such as identifying funding opportunity sources on the basis of [1] telecommunication sources, [2] hardware sources, [3] software sources, and [4] foundation sources.
<> The approach can begin with a limited number of categorizes: as time progresses, some can be deleted, or others can be added.
<> The approach is very practical: categories can be identified based upon current or projected needs.
Using these factors a matrix was developed in which salient information relating to each funding opportunity source was recorded.
As shown in Table 8, the thirty-five funding opportunity sources included:

Together, these 35 funding opportunity sources varied in terms of their distribution areas [national vs regional], application deadlines, and other unique features. Based upon an analysis of Table 8, certain general observations can be offered. These include the following:
<> Most of the “old” telecommunication companies focus on specified regions and thereby support regional organizations, including IHE that provide educational services.
<> Most of the ‘new’ telecommunication companies have a national focus and thereby support organizations, including IHE that provide educational services.
<> Hardware companies are split with some being more regional than others.
<> Foundations are more inclined to have funding policies that support organizations with innovative educational projects [ie., integrating technology in the classroom].
In addition to offering these general observations, there are a few specific observations that might be offered. These include the following:
<> The Ameritech Corporation
seems to be committed to supporting innovative education projects
in the Midwest
<> Bell Atlantic seems to support innovative education projects.
<> Bell South is very active in supporting innovative education projects.
<> Oracle Corporation has a national focus and will be accepting letters of inquiry, which is the first step in the unsolicited proposal process.
<> Compaq Corporation not only has a national focus, but has an interest in what they call ‘strategic organizations.’ That is, Compaq is interested in supporting an organization [ie., professional organization or a consortium] that can achieve a specific purpose.
<> Micron Technologies is establishing a new foundation this April to support technology projects.
<> NEC and United Technologies will be accepting letters of inquiry, which is the first step in the unsolicited proposal process.
<> The Cisco Foundation will be accepting letters of inquiry, which is the first step in the unsolicited proposal process.
